Process Safety Manager- Chemical Operations
·Serve as the Verona Foam plants HSS lead accountable for the development and implementation of all required programs to ensure regulatory compliance and compliance with Ashley HSS policies, processes and procedures.
·Coordinate OSHA PSM (process safety management) regulatory compliance efforts and activities
·Facilitate, Manage, and Lead site PSM steering committee in order to develop, maintain, and continuously improve PSM standards that will ensure full regulatory compliance
·Function as a subject area expert and technical resource for PSM/RMP
·Champion the PSM policies and provide training at all levels of the plant, from leadership to plant operations and maintenance, to encourage employee participation and culture change as it relates to process safety.
·Assist Maintenance and Engineering Departments as necessary in the development and implementation of a Mechanical Integrity program with its foundation based upon Reliability Centered Maintenance and Equipment Reliability Improvement processes pertaining to PSM requirements.
1.Provide leadership in health, safety, security and environment matters ensuring adherence to company policies and procedures.
2.Direct all efforts to ensure compliance with OSHA PSM/RMP regulations including implementation of required programs and/or procedures.This will include facilitating and/or leading necessary compliance auditing and assessments, process hazard analysis, mechanical integrity activity, and training.
3.Develop and implement management systems, procedures and process improvements as needed to ensure continuous improvement in all OSHA PSM regulations.
4.Maintain a high level of understanding of PSM Laws and Regulations that impact the facility.
5.Audit operations, evaluating audit findings based upon Risk Potential. Work with facility management to ensure high risk issues are corrected while ensuring any required changes are made as necessary to SOP’s, PSI, Maintenance programs, etc.
6.Participate in Process Map team activities to provide guidance and direction for effective implementation and system layout for the Verona Foam plant.
7.Ensure utilization of resources, standards, and latest industry best practices to establish process safety techniques and procedures.
8.Work with manufacturing departments to reduce maintenance costs, improve equipment reliability, increase plant capacity, and minimize catastrophic equipment failures.
9.Support the development of engineering standards and specifications to ensure proper equipment installation and maintenance.
10.Propose and drive implementation of continuous improvement training for operations and maintenance personnel.
11.Manage reliability associated activities in order to drive and support operational excellence including, but not limited to, predictive/preventative maintenance programs, mentoring, and field support.
12.Develop programs, provide training, and coordinate activities to reduce human error.
13.Perform other duties as assigned.
14.Accountable for achievement of annual safety goals and implementing general safety policies and measures following established Corporate guidelines for all plant personnel
15.Develop facility inspection criteria to detect existing or potential hazards and recommend corrective and preventive measures where indicated.
16.Compile and submit required OSHA accident reports and other regulatory related periodic reporting parameters
17.Apply a risk-based problem solving approach to all applicable areas of plant operation
18.Direct the investigation of accidents and injuries and prepare background material and evidences for company use in hearings, litigation, or insurance investigations.
19.Maintain proficiency in all new HSS related regulations and proactively recommend modifications of policies/procedures to ensure compliance.
20.Lead the facility employee safety committee meetings and the facility emergency response activities
21.Responsible for establishing and achieving EHSS performance objectives through adherence to established training program objectives and training guidelines
22.Directs the training of employees to established procedures and policies and manage the overall facility training processes ensuring compliance with applicable regulatory requirements
23.Review and/or write, as appropriate, new training programs material and review, evaluate, and/or modify existing or proposed programs and recommend appropriate changes.
24.Responsible for the establishment of appropriate I.H. sampling strategies and corresponding medical surveillance programs
25.Serve as the site security office
26.Investigate and eliminate known security incidents and vulnerabilities as needed
·Degree in Chemical / Mechanical Engineering with strong technical/mechanical background with 5 years of chemical plant experience in a OSHA PSM/EPA RMP regulated facility.
·Requires a self-motivated individual with strong leadership, organizational, and communication skills.
·Demonstrated ability to solve complex technical problems using formal techniques to evaluate systems, equipment, and failures.
·Demonstrated ability to lead multi-functional teams and effectively facilitate change including the ability to plan and organize tasks to consistently produce results.
·Familiarity with the Maximo platform.
·Have a high level of computer literacy.
·Experience with auditing and risk assessment methodologies and principles preferred (i.e. Process Hazard Analysis (PHA) with working knowledge of HAZOP, What-If, LOPA, and Safety Integrity Level (SIL) identification).
·Certified PSM Compliance auditor preferred
·Certified PHA Leader preferred
